Then make a rule that you can't build near mines (Even though Garon got to for some reason) and that you have to be part of a guild (Not own it and they have no part in the building in terms of ownership). That would take out the ridiculous 3 month waiting period.

Actually, I think it's that reason. Skilled miners get more stuff from different rocks. It's harder to get gold now to until you reach a certain level if I'm not mistaken.
