To be honest the practice of monster spawning next to idling characters is a terrible one and should be discontinued.
GM's have a perfectly good kick button that they should be using in exactly these sorts of situations.

As far as I'm aware, monsters still can learn skills. It's just back in the day you could skill up a.) without a cap and b.) about 10 times as quickly. So it was far easier and more viable to train up super monsters. And I'm sure there's an older player or two who remembers using needles to powergam...

I've never understood this whole pseudo engine-roleplay balance that essentially forms some kind of unwritten code within the community. Its wonky, its flawed, and it simply doesn't work.
