If you do not have the stats "inherent ability to cast magic" then training you would be futile yes.
The only people i have seen turned down are those who's character build will not allow them to be succesful mages.

For what it is worth i witnessed some one mine with perfect sucess shortly after the update. Rocks did break but only after being mined for some time. So it is working at least in some places.
