Then If there will be monster guards, there would be no way players of the city could help their own guards fight banned people/tresspassers off the land.

Which would mean outlaws could safely engage guards inside town any players would just have to stand by and watch.

Bored with Illa, will play when interested

I'd love to attempt some quests. However currently much of my friends no longer play (or play non-outlaw chars that have no connection) and at this current state I don't think my char can really attempt anything significant. Galmair won't even accept a ridiculous sum of gold just to let my char in, ...

This is poor design. Outlaws should not be "punished" mechanically like this, it makes them utterly weaker with no hope to face the townsfolk even if they had an organised guild. I think through personal experience that there's enough roleplay punishment to manage than to have to deal with...

The Hemp nectie needs a magical gemsmith for outlaws

Otherwise outlaws will only have access to latent sets of gems. Which is quite unfair mechanically.
