I agree completely with Silo. This is a problem that can and should be solved simply by a little RP. If that isn't happening, then I'm all for increasing the penalties.

I think 20% is pointless, if that is all that's gonna change you might as well just leave the system as it is. I would have thought that something like Magical Elven Armour would be a rather rare find, certainly not something that could be found being donned by your ordinary, average warrior. And yet it seems that everyone and their mum owns a suit.
