I think the most important question you need to ask when designing an 'evil' character is, "Why will people want to interact with me?"

If you can't come up with a convincing answer to that question, the character is unlikely to be thought of as a good villain.

Does perception affect perceived item quality in any way? Is my character seeing the true quality/wear of an item when I view it, or a rough approximation of what it really is? Will different characters see an item as having different levels of quality/wear?
