A prophetic riddle

A parchment colored with ash, its writing done in white chalk, has been pinned in plain sight on the outer wall of the Hemp Necktie Inn. None of the inn's patrons seem to know how it got there. Perhaps they were bribed… or perhaps it is the doing of a ghost.
