I went to my highest and lowest resolutions, i can see the game just not all of it

I have a problem with my viewing capabilities. I know i am not seeing the whole screen because of the screenshots you have a vailable on the site. I can only seee half of the blue bar left. I can see all of the bottom and right side. But i can see left of half of the blue bar and i cannot see above ...
