I. Petty Crimes
Punishment guidelines for the Town Guard:
Fines: Up to 30 silvercoins or the return of the stolen item/items.
Jail Time: 1 - 4 days.
Banishment from the Town Borders and surrounding estates: 1-10 days.
Habitual offenders will be dealt with accordingly.
A. Disturbance
Anyone who disturbs the calmness and peace in Troll’s Bane by any excessively repeated verbal or physical actions and continues to do so even after official warning, commits a crime in terms of the Law. Guards should note that Citizens should not be implicated for this, barring an extremely strong disturbance to others.
B. Break in/Trespassing (Private building)
Whoever breaks into a house of an individual against the will or knowledge of the owner, or refuses to leave when asked to commits a crime against the law.
C. Thievery
Anyone who takes property of someone else while acting against the owners wish or without the owner’s knowledge commits crime in terms of the Law. If the stolen products or materials have become a part of larger entity, have been used for the manufacture/repair of a thing or cannot be reliably or without risking damage to the victim be separated from the possessions of the thief, then the victim may be entitled to be given complete possession of that for which the stolen materials were used for. It should be noted, that only the property of Citizens and Residents will be protected against thievery
D. Defamation
Anyone who purposely initiates and spreads wrong claims to harm the public image or another or to gain a personal benefit from doing so commits a crime in terms of the law. The crime is especially grave if it involves unfounded accusations againt someone in the government or guard without proper representation. Only citizens, guards and others in position of authority are protected from this type of crime.
E. Concealment of identity
Anyone claiming to be another, wearing a suspicious article of clothing (hoods, long cloaks, visored helms), or refusing to remove these articles upon demand from a Governmental official or guard will be at the mercy of the law.
F. Conspiracy to commit a Crime
Should a person be caught in the act of planning, attempting or inciting others to break the laws and regulations alone or in a group, he is subject to the exactly same punishment as he would get for doing the crime.
G. Provocation
Anyone who constantly and vigorously attempts to incite fighting, provokes or insults someone else by verbal or physical actions commits a crime. To unsheathe a weapon and to try to persuade someone to do illegal actions can be a form of Provocation too.
H. Speaking Blasphemy
Anyone who openly spreads word against any of the Gods or Goddesses, or anyone who openly proclaims the Demons as being worthy of worship shall be prosecuted for the speaking of blasphemy. This law is only stands against the open and blatant displays of blasphemy.
I. Possession of a Jail Key
Anyone who does not have permission from the Governor or the Guard captain, and who isn't a member of the Town guard is not allowed to possess a jail key. Anyone found to be in the possession of a key is subject to arrest or punishment unless the key is promptly returned.
J. Dueling within town limits
Anyone found to be dueling within town limits are subject to punishment. Areas that this law does not pertain to are the fighting arena near the workshop in town.
K. Drawn Weapons
No drawn weapons are allowed in town, unless in times of self defense or the defense of another. Offenders of this law will be asked to sheath their blades or be subject to punishment to the fullest extent of the law. Troll's Bane members of the Town Guard and other allies are exempt from this law due to obvious reasons.
II. Medium Crimes
Punishment guidelines for the Town Guard:
Fines: 50+ silvers, or up to the worth of the stolen item if it cannot be returned.
Banishment from the Town borders and surrounding estates: 10-40 days
Jail time: 7-3 dwarven weeks
A. Obstruction of Justice
Anyone perverting or distorting the course of justice, interfering with law-enforcement or preventing the law enforcement from fulfilling their tasks commits a crime under the law.
B. Resisting Arrest
Resisting arrest through physical or verbal means is a crime under the law. Trying to prevent the arrest of someone, or sheltering him/her else by the same means is an equal crime under the law.
C. Claiming false status to Authorities
Claiming to be a Resident/Citizen when you in fact are not is now a crime under the law. When this false claim is done by person who is accused of a crime, he/she can get double the maximum punishment under the law for the crime.
D. Giving information to Authorities
Lying to the authorities is a crime under the law. When the authorities ask you a question, you should answer truthfully. The punishment varies depending on the magnitude of deception.
E. Robbery
In cases of thievery where the victim is threatened to be harmed by violence the crime has to be considered as Robbery in terms of the Law. When violence is used the crime has to considered as assault or attempted murder and robbery. It should be noted, that only citizens and residents will be protected against Robbery.
F. Disobedience
Everyone who refuses to follow official orders of the Town Guard or the Government, especially refuses imprisonments, bans or other official punishments commits crime in terms of the Law.
G. Attempted Murder
Attempted murder is a crime where it can be seen that the perpetrator attempted to murder the individual, or that the victim was sufficiently severely wounded to justify that. Guards should note that Outsiders are protected against attempted murder within the walls of the city.
H. Kidnapping
Capturing or holding someone against his will is a crime against the laws. This does not apply to criminals and a guard or other representative of government is never committing a kidnapping. It should be noted, that only Citizens and Residents will be protected against kidnapping. (Kidnapping of a citizen should be treated as III.III crime)
I. Threat and duress
Threatening a citizen or a resident with violence, or trying to force them into doing something against his will is crime against the law. Guards or other representatives of authority can never be charged for this without the approval of the High Judge. Residents are protected against threats or duress only within the walls of Trolls bane.
J. Assault
Assault is a crime which involves attacking someone with one’s fists or wounding him to the limbs in non-lethal way (and without cutting off the victim’s limbs). Guards should note that only residents and citizens are protected against an assault.
K. Heresy
Anyone found to be a heretic, or one that worships demons and false deities upon Troll's Bane soil are subject to arrest.
L. Extortion
Anyone who tries to unlawfully obtain either money, property or services from a person(s), entity, or institution, through coercion is subject to the full extent of the law.
M. Blackmail
Anyone who threatens to reveal substantially true information about a person to the public, a family member, or associates unless is a demand is met are committing a crime.
N. Fraud
Anyone who forges the signature of another with the intention of personal gain or to damage another individual's repetition commits a crime under Troll's Bane law.
III. Serious Crimes
Punishment guidelines for the Town Guard:
Fines: Unlimited
Banishment from the borders of Trolls Bane and surrounding estates: Unlimited
Jail time: Unlimited or Execution ((meaning Perma Death. We're taking things seriously now, just like the Nordmarkers do when one breaks their laws. Please avoid being superman and have fun! Thanks everyone.))
A. Spying
Spying for the benefit of other town or organization is a crime under the law. The magnitude of punishment depends on the graveness of the leaks, to which organization/town the spying has been conducted for and the duration of the spying. Always treat the case as category III.III crime until proven otherwise.
B. Murder
When a person is irreversibly killed by someone else, and it cannot be determined that this was in self-defense, it is seen as Murder in front of the law. Anyone accused of Murder who doesn’t turn him/herself in immediately becomes an outlaw.
((OOC note: Only Perma-deaths can be considered murder))
C. Treason
An individual, who alone or in a group, commits any or all of the following acts may be found guilty of treason:
Conspiring to incite a rebellion.
Belonging to, associating with, assisting or supporting a group which plans to overthrow the government of Trolls bane or assassinating a person belonging to or working for the government (or planning to do those individually).
Anyone convicted of spying may also be punished for treason, and vice versa.
D. Arson and Damaging of property
Anyone who through fire or any other means, intentionally or unintentionally, damages the property of the town, an individual or a group commits a crime under the law. To encourage caution with fire, even unintentional cases of property damaging will be punished with fines. The minimum fine is 25 silvers but there is no upper limit.
E. Heresiarch
Anyone found to be the leader of heretics or one inciting other to heresy shall be subject to arrest. These include leading demon worshiping cults, leading cults that follow false deities, and leading groups that try to pervert the minds of the citizens against the Gods and Goddesses.
F. Involvement in Organized Crime
Anyone found to be involved in organized crime (gambling rings, bandit groups, and extortion.. etc.) are subject to the full extent of the law.
Land and Home Ownership laws and regulations
Land outside of the Town of Troll's Bane:
Because the Governor is expected to be sound of mine and patient, any violation of these laws below can stand to annul any contract signed dealing with land ownership. Violations of these following terms are considered similar to violating the general town laws.
I. Any citizen of Bane has the basic right to lease and tend to any land outside of Troll's Bane, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Land is taxed based upon the contents of the contract. However, one thing remains the same no matter the stipulated monthly fees. If a leaser goes three dwarven months without paying their monthly taxes, the land will be re-seized by Troll's Bane. Every attempt will be made by the town to contact the leaser to secure the taxes.
III. Leasers of land have few rights in terms of "re-leasing" the land or making sub-leases to other interested parties. Of course, with the consent of the Governor, land and buildings may be rented, but not sold or leased.
IIII. Any violation of the town laws (including those of Land ownership) will be considered serious enough offenses to annul any contract of land ownership.
V. The Government of Troll's Bane has the right to annul any contract of ownership at any time if they are able to give just cause. Those causes would include inactivity, little infrastructure or building, or the contract can be briefly put on hold due to criminal trials for the leaser.
VI. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VII. Any land rented from a leaser will be taxed a maximum of five percent of the fees that are asked of the tenet.
VIII. Any leaser of land outside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to own land.
Land Inside of the Town of Troll's Bane:
I. Any citizen of Bane has the basic right to rent or lease buildings or small plots of land inside Troll's Bane's walls, should they pay for and agree to a contract signed by the Governor and the citizen himself.
II. Any citizen of Bane who rents a house or apartment building must specify how many tenants he expects to live in the dwelling before hand.
III. Tenets of buildings or land within the town laws only have a two month grace period to pay their taxes before the land is re-seized at the discretion of the Government.
IIII. The Government of Troll's Bane has the right to annul any agreement with a citizen based upon just cause. Those causes vary, but are mostly the same to the ones listed above.
V. Allegations of Treason will automatically put a hold on any contract signed with the Town of Troll's Bane until the accused is proved not guilty in the court of Troll's Bane.
VI. Tenants of land within Troll's Bane may not re-rent the land at a higher price, and anyone found doing so will be be stripped of their right to tend to the land.
VII. Any tenant of land inside the Town walls found to be harboring criminals of the Town will automaticly be stripped of their rights to the land or structure.
Official Announcement concerning the digging of Treasure Maps within Troll's Bane territory
I would like to inform the public that it will no longer be permitted to dig untouched treasures on Troll's Bane soil. Naturally, because of the sudden occurrences of defenders that sometimes spring with the opening of treasure, several complaints have been filed to me. These dangers are a threat to the people of Troll's Bane who do not understand how to wield a weapon. However, there is a common ground that I'm willing to achieve.
Anyone who wishes to unearth treasure on Bane soil must seek the permission of myself or a town guard, who then must accompany them on the voyage. The guard will get five percent of the earnings, and the town will get the other five. So in total, the town will receive a maximum of ten percent of the total earnings, due mainly to the fact that the treasure was found in our lands.
If treasure is to be found under or near someone's estate or land, the ten percent will go directly towards them. Should the town guards have to intervene because the treasure hunters were unable to defeat the defenders on their own, and the defenders are subsequently incapacitated, all treasure will go towards the guards and the town of Troll's Bane.
